Toxic wastes dumped in Subic by US?

Here is an article I read in Inquirer pointing to the US dumping toxic wastes on Subic Bay. This deserves probing as any leak from these hazardous waste containers can damage the marine environment and the people relying on it for their  food and livelihood.

---------------------------------------------------------------------------------------------------------------
US toxic wasted dumped in Subic
Businesses alarmed, prompting probe

SUBIC BAY FREEPORT—The Subic Bay Metropolitan Authority (SBMA) is investigating a US Navy contractor for allegedly dumping hazardous wastes on Subic Bay last month.

SBMA records showed that wastes dumped by the tanker MT Glenn Guardian were collected from American ships that joined the recently concluded joint military exercises in the country.

The tanker is one of the vessels owned by Glenn Defense Marine Asia, a Malaysian company operating in several countries which services American ships in the Philippines.

The allegations of waste dumping in Subic Bay have alarmed locators and environmental organizations in the free port.

Charo Simons, spokesperson of Subic Bay Freeport Chamber for Health and Environment Conservation, said the waste dumping was “deeply troubling to all of us who want to protect the environment in and around the Subic Bay area.”

“This company has a lot of explaining to do, and the SBMA has a duty to go after this company’s officials if they have endangered not only the environment but also everybody who lives and works here,” Simons said.

On Oct. 15, SBMA Ecology Center personnel inspected Glenn Guardian, then docked at the Naval Supply Depot area here due to a “hazard call” from another free port locator.

A copy of the SBMA spot report showed that the tanker was carrying some 189,500 liters of domestic waste and about 760 liters of bilge water (a combination of water, oil and grease), all of which were hauled from Emory Land, a US Navy ship.

On Oct. 16, a team from the Philippine Coast Guard’s marine pollution division, led by PO1 Enrico Viuda, and SBMA Ecology Center personnel boarded Glenn Guardian and another vessel, MT Glenn Enterprise, to take water samples and see whether the liquid waste was safe to be dumped into the sea.

But SBMA sources said Edilberto Acedilla, captain of Glenn Guardian, told the team that the liquid wastes had been dumped at least 37 kilometers (20 nautical miles) from Subic Bay.

An SBMA official involved in the investigation said the Coast Guard had told Acedilla that a permit was necessary since the tankers were dumping water in Philippine territory.

The official, who asked not to be named because of lack of authority to speak to the media, said the Coast Guard and the SBMA Ecology Center had not issued permits to Glenn Defense Marine Asia for the dumping.

High toxicity level

Test results of the water samples conducted by Subic Water and Sewerage Co., the firm contracted by the SBMA to test water samples taken from the vessels, showed that the level of toxicity of the liquid wastes exceeded the norm and went beyond levels set by international marine pollution conventions.

SBMA Chairman Roberto Garcia said the results “confirmed that [Glenn Defense Marine Asia] did not treat the waste, which it should have.”

“There are treatment plants in Central Luzon, where the wastes should have been brought first before they dumped them,” he said.

Garcia added that although the Glenn Guardian captain claimed that the wastes were dumped in the West Philippine Sea, “they should have treated these first because that contained oily waste.”

Show cause letter

Garcia said the SBMA Ecology Center had issued a “show cause” letter to Glenn Defense Marine Asia, asking the company to explain the waste dumping that was supposedly done without proper permits.

The company, through its lawyers, sent the SBMA a reply on Nov. 6 and said the Presidential Commission on the Visiting Forces Agreement, not the government agency administering this free port, has jurisdiction over it.

Glenn Defense Marine Asia has been servicing vessels in Subic Bay since 2009, according to records. This year alone, 37 US Navy ships were serviced by the company and part of its service is to collect tons of liquid wastes from these ships.

Retired vice admiral

The Malaysian company’s Philippine operation is headed by retired Vice Adm. Mateo Mayuga, chair and chief executive officer of Glenn Defense Marine Asia Philippines Inc. Mayuga is a former flag officer in command of the Philippine Navy.

In July 2005, Mayuga, then inspector general of the Armed Forces of the Philippines, headed a panel that investigated the involvement of at least four military generals linked to the “Hello Garci” election fraud scandal.

The scandal involved tapped conversations supposedly between then President Gloria Macapagal-Arroyo and then Election Commissioner Virgilio Garcillano on the alleged rigging of the 2004 presidential election results.

US Embassy statement

In a statement sent by e-mail, Cynthia Cook, deputy press attaché of the US Embassy in Manila, said: “We are aware of the allegations against Glenn Defense Marine Philippines, a contractor for the US Navy in the Philippines, and we understand there is an ongoing investigation by the Subic Bay Freeport authorities.”

Cook, however, said the US government would await the results of the investigation before it imposed sanctions, if any. “We will take appropriate action depending on the outcome of the investigation,” she said.

How to Get an NSO Authenticated or True Copy of Live Birth Certificate

Some of you may be wondering, where should you get your NSO authenticated birth certificate if you are living in areas near or within Pasay City, the city home to the biggest mall in Asia - SM Mall of Asia. Well it's just easy and convenient to obtain an NSO authenticated live birth certificate. Just follow the five (5) easy steps below.

Note that these steps to get an NSO certified copy of birth were based on my personal experience, though I cannot deny that there may be some comprehensible procedures in getting an NSO birth certificate.

Go to NSO Pasay
Before proceeding to NSO Pasay Office, bring a valid (government-issued ID) for certification, a pen, and an authorization letter if you are just to represent in claiming the live birth certificates.

NSO Pasay is located at one of the shops in Hobbies Asia which is found alongside Diosdado Macapagal Boulevard near the Senate. You may opt to ride a multi-cab or jeepney going to MOA from Edsa Station (LRT)  and ask that you be dropped near Diosdado Macapagal Highway, then ride a blue/red multi-cab that passes along D Macapagal Blvd. Alternatively, you may ride a taxi upon reaching the boulevard (pay is approximately 50 Php) or walk through. It's just a few hundred meters from MOA; definitely, a good exercise!

Obtain an NSO application form
Once inside NSO Pasay, ask for an application form (usually a gray form) from the officers in the entrance booth. Fill out this application form according to your need.

Present your application form for checking
Approach the formal staff who are on standby near the first rows facing the payment counters. They will check the information you input and see to it that there's no blank left. Usually, incomplete forms are mostly made up of those forgotten to be signed at the back portion of the form.

Proceed to the payment counters
Once your application form is complete, you will then be asked to proceed to pay 140 Php per copy of NSO birth certificate. You will have to present your ID here.

Claim your NSO birth certificate/s
After paying, go out of the office and proceed to its direct back-connection area where you will claim your NSO authenticated birth certificates. It will take at least approximately 20 minutes before your name will be called, so take a seat and watch whatever program is being aired inside. This is the last step in getting an NSO certificate.

Hope these steps will serve as a guide for you to get your NSO birth certificate, for whatever reason you will be using it - employment (local or abroad), school requirement, personal issues, among others.

MARINA Authorized/Accredited Maritime Training Schools in PH

During the Monday episode of ABS-CBN’s public expose show XXX, Anthony Taberna revealed maritime schools which were deemed unauthorized to provide courses on basic safety training by the Maritime Industry Authority (MARINA).

The school in question was the Philippine Seafarers Training Center, Inc. in Quiapo (Manila) which still gives training courses despite a revoked license on Basic Safety Training Course (BST) since May 8, 2012.

To check out if your maritime training school has been accredited by MARINA, here is a list/directory of authorized/accredited training programs conducted by maritime education and training providers as of September 3, 2012.

PRC apologizes for error on CPA Board Exam results

An erratum on the list of passers of the CPA Board Exam conducted in October 2012 has been issued Monday by the Professional Regulation Commission..

The list indicated "that the University of the Philippines – Visayas – Cebu City did not have any board passers,” mentioning that “UP Visayas Cebu City does not offer Accountancy as a course.”

PRC stated that the error happened when the exam taker picked “University of the Philippines – Visayas – Cebu City” instead of “University of the Visayas – Cebu City” from the drop down list while filling out her online application form.

The erroneous data generated by the system was subsequently published along with the results, PRC explained further. PRC apologized to UP Visayas – Cebu City for the “oversight.”

Public warned on supplements' curing power

Warning out on supplements

MANILA, Philippines—The Food and Drug Administration (FDA) has warned the public against believing the “curative claims” made by producers of dietary and food supplements in their advertisements to market their products.

FDA Acting Director Kenneth Hartigan-Go also said that consumers should not replace their prescribed medication with food and dietary supplements “unless otherwise advised by a physician.”

“The FDA hereby warns the public to be cautious in taking food or dietary supplements for curing purposes as they have no approved therapeutic claims,” Hartigan-Go said in a statement.

“This applies to testimonials given by certain individuals with or without the consent of food manufacturers, importers or distributors promoting or advertising said products,” he added.

Hartigan-Go said the FDA requires manufacturers of food supplements to print “No approved therapeutic claims” on their labels to inform consumers that these supplements have “no approved curative effects.”

Hartigan-Go said the FDA issues certificates of product registration only to food and dietary supplements that are compliant with regulatory requirements.

“The registration status of any food or dietary supplement can be checked through FDA landline 8425606,” he added.

Strong quake, M-6.5, rocks Surigao

A magnitude 6.5 earthquake rattled Surigao del Sur Saturday forcing its residents to flee briefly to higher ground, although no reports of damage were registered and no tsunami warnings were issued.

According to the Philippine Institute of Volcanology and Seismology (PHIVOLCS), the quake struck at 2:17 AM, with its epicenter 22 kilometers northeast of Tandag City, or 832 km southeast of Manila, at a depth of 78 kilometers.
